HMDA-LAR Submission for Calendar Year (CY) 2000 Data

In accordance with the Home Mortgage Disclosure Act (HMDA), the Federal Reserve Board’s Regulation C requires certain institutions to submit annual reports of their mortgage-related lending activity via Home Mortgage Disclosure Act Loan Application Registers (HMDA-LARs).

State member banks’ CY 2000 HMDA-LARs are due to this office by March 1, 2001. You may use either of the following software to submit your CY 2000 report:

-The HMDA Data Entry Software, Version 2.00

This was provided to state members in early 2000.

-The HMDA Data Entry Software, Version 2.10

This software is enclosed for all current HMDA state member respondents in the Twelfth Federal Reserve District who received the 2.00 version. Please review the enclosed materials for a detailed description of the changes and features of this updated software. It may be used to process data for 1997 through 2001.

The 2000 reports should be submitted in an automated, machine-readable format. Please be sure to check the data thoroughly before submission, using edits included in the software program we have provided (or an equivalent program). Respondents who submit their HMDA-LARs to this Federal Reserve Office may use the following formats:

-PC diskettes (only 3-1/2" formatted diskettes will be accepted)

-CD-ROM

-Fedline

-E-mail (per instructions on the updated software)

Please note that this Federal Reserve Office will not accept HMDA-LARs via magnetic tape. All reports submitted in this format will be returned.

Diskettes and CD-Roms should be labeled as follows:

-Respondent name, respondent ID number, agency code, and Tax ID number
-Contact name and phone number
-Number of total LAR records being submitted
-Number of each diskette within set (i.e., 1 of 1, 1 of 2, etc.)

Mailed submissions for state member banks in the Twelfth Federal Reserve District should be addressed to:

Mr. David Robbins, Senior Consumer Affairs Analyst
Federal Reserve Bank of San Francisco
Banking Supervision and Regulation, Mail Stop 620
101 Market Street
San Francisco, CA 94105

E-mailed submissions should be sent to Bsrhmda.

We strongly encourage all respondents to submit their HMDA data through e-mail. If you elect to use Internet e-mail to submit your 2000 HMDA-LAR data, remember that you must encrypt the data using the encryption software that is included in the FFIEC software. No other encryption software will be accepted. If you do not use the FFIEC software for collecting and preparing your data, you must install the Internet Submission component of the FFIEC software on your PC and run the program against your HMDA data file. Next, attach the encrypted file to an e-mail message and send it to the appropriate electronic mailbox for your regulator. The most recent version of the FFIEC’s HMDA Internet submission encryption component may be downloaded directly from the FFIEC HMDA Web site at http://www.ffiec.gov/crahmdacf/default.cfm.

Please be sure to retain a copy of your report for your records.

Your institution must be supervised by the Federal Reserve System to send your HMDA data to us. If you are supervised by the Comptroller of the Currency (OCC), the Federal Deposit Insurance Corporation (FDIC), National Credit Union Administration (NCUA), or if you are an independent mortgage company supervised by the Department of Housing and Urban Development (HUD), please do not send your HMDA data to this Federal Reserve Office.

Additional Information

If you are a representative of a state member bank and have not received a copy of the new software by February 10, 2001, please contact Mr. David Robbins, Senior Consumer Affairs Specialist, Banking Supervision and Regulation Department, at (415) 974-2967, or Dave Robbins.
