HMDA-LAR Submission for Calendar Year (CY) 2001 Data

In accordance with the Home Mortgage Disclosure Act (HMDA), the Federal Reserve Board's Regulation C requires certain institutions to submit annual reports of their mortgage-related lending activity by Home Mortgage Disclosure Act Loan Application Registers (HMDA-LARs). Depository institutions with assets of $31 million or less as of December 31, 2000 are exempt for calendar year 2001 data collection and reporting. Nondepository institutions are exempt if they had assets of $10 million or less as of December 31, 2000 and originated fewer than 100 home purchase (including refinancings) in 2000.

Your institution must be supervised by the Federal Reserve System to send your HMDA data to us. If you are supervised by the Comptroller of the Currency (OCC), the Federal Deposit Insurance Corporation (FDIC), National Credit Union Administration (NCUA), or if you are an independent mortgage company supervised by the Department of Housing and Urban Development (HUD), please do not send your HMDA data to this Federal Reserve Office.

State Member Banks Submissions

State member banks' CY 2001 HMDA-LARs are due to this office by March 1, 2002. You may use either of the following software to submit your CY 2001 report:

  • The HMDA Data Entry Software, Version 2.10
    This was provided to state member banks in early 2001.
  • The HMDA Data Entry Software, Version 2.20
    This software is enclosed for all current HMDA state member bank respondents in the Twelfth Federal Reserve District who received the 2.10 version. Please review the enclosed material for a detailed description of the changes and features of this updated software. It may be used to process data for 1998 through 2002.

The 2001 reports should be submitted in an automated, machine-readable format. Please be sure to check the data thoroughly before submission, using the edits included in the software program we have provided (or an equivalent program). Respondents who submit their HMDA-LARs to this Federal Reserve Office may use the following formats:

  • PC diskettes: The FIEC HMDA Data Entry Software can export data onto one or more diskettes.
  • CD-ROM: Please make sure that it is a clean CD-ROM disk and do not use the disk that contains the FFIEC data entry software.
  • FedLine®
  • E-mail: Instructions are included in the updated software.

Please note that this Federal Reserve Office will not accept HMDA-LARs on magnetic tape. All reports submitted in this format will be returned.

Diskettes and CD-ROMS should be labeled as follows:

  • Respondent name, respondent ID number, agency code, and Tax ID number
  • Contact name and phone number
  • Number of total LAR records being submitted
  • Number of each diskette within set (i.e., 1 of 1, 1 of 2, etc.)

E-Mail Encryption

In the past we have encouraged all respondents to submit their HMDA data through e-mail. As a result of the heightened security concerns stemming from the September 11 tragedy, it is even more important for you to email your data file encrypted. If you elect to e-mail your 2001 HMDA-LAR data, remember that you must encrypt the data using the encryption software that is included in the FFIEC software. No other encryption software will be accepted. If you do not use the FFIEC software for collecting and preparing your data, you must install the Internet Submission component of the FFIEC software on your PC and run the program against your HMDA data file. Then attach the encrypted file to an e-mail message and send it to the appropriate electronic mailbox for your regulator. To maintain the integrity of the encryption, do not open the encrypted file; this prohibits our ability to process it. Refer to the FFIEC software user guide for information that should be included in the text of the e-mail message. The FFIEC processing software can be downloaded from the Internet at www.ffiec.gov/hmda. It is strongly recommended that you have a 56k or faster connection in order to complete the download in a reasonable amount of time.

Please be sure to retain a copy of your report for your records.
