Scott's work in community development has included performing community development assessments, coordinating the unit's research and analysis, and working with financial institution, community, and government representatives to increase community development-related services and investment in Twelfth District communities. Scott was promoted to manager of the Department's newly-formed Research Group in 2005, then given responsibility for leading the entire Department's staff in 2007 and named Vice President in 2009.
Scott joined the Federal Reserve in 2002 after spending most of his professional life in New York, initially working as Director of Research for New York City's Finance Department and then as Deputy Commissioner for Policy in the City's Housing Preservation and Development Department. He also worked in the International Finance Department for Standard & Poor's and most recently worked for Morgan Stanley, where he was responsible for analyzing sovereign risks in over ninety countries. Scott earned a Master of Public Policy from the University of California, Berkeley, and a Bachelor of Arts in Political Science from Western Washington University.

David manages the Center
for Community Development Investments at the
Federal Reserve Bank of San Francisco (FRBSF) and
is the editor of the journal Community
Development Investment Review. David holds
a PhD in U.S. History from UC Berkeley with a focus
on economic
history and public policy. He has more than five years
of experience working in the affordable housing finance
field
for nonprofit, government, and private-sector employers.
He previously received a Masters in Public Policy from
UC Berkeley and has a bachelor's degree in History
from Dartmouth
College.

Ian is an investment associate at the Federal Reserve Bank of San Francisco (FRBSF). His primary responsibilities are with the Center for Community Development Investments (the Center), and he assists with the publication of the Community Development Investment Review (the Review) and the Center’s Working Paper Series. Ian has previous experience in management consulting, community development finance, and social enterprise development. He holds a master’s degree in public policy (MPP) from the University of Chicago and a bachelor’s degree in political science and philosophy from Colgate University. |

Jan works with bankers and
community leaders to make community reinvestment happen
by providing targeted education and training and by convening
key partners focusing on accomplishing shared community
development
goals. Current projects include collaborating to organize Foreclosure
Prevention Summits in the District and supporting
a Neighborhood Revitalization Initiative of the Nevada
Bankers Collaborative in conjunction with the City
of North Las Vegas.
Prior to joining the FRBSF, Jan had 20 years of lending
experience in the retail banking environment, having served
as vice
president in commercial and mortgage lending with banks
in Missouri and Washington. Most recently, she served as
a lender
with Rural Community Assistance Corporation, a CDFI and
technical assistance provider. Jan earned her BS in English
education
from the University of Missouri. |

Since joining the Federal Reserve in 2003 Melody has engaged financial institutions, community-based economic development leaders and government agencies to develop solutions to pressing neighborhood issues in low-wealth communities of Southern California. The emphasis of her work is on building assets through the development of affordable housing, small and micro business, workforce training and jobs, financial education, and healthy communities.
Prior to coming to the Fed, Melody invested many years in all aspects of mortgage loan origination and sales and compliance with the Community Reinvestment Act. In addition, she spent several years developing asset building solutions for low-wealth savers, and jobs for workers in the field of high tech. She is active with several community-based nonprofit providers and serves on committees of the Orange County Community Housing Corporation and the Clearinghouse CDFI and is a former board member of SAMCO. Born in Burbank, California and raised in Vancouver, Canada, Melody holds an undergraduate degree in business from Pepperdine University and a master’s degree in National Community Economic Development from Southern New Hampshire University.

As the Regional Manager for Alaska, Idaho,
Hawaii, Oregon, and Washington, Craig leads, develops
trainings, and consults stakeholders on a wide variety
of community
development issues. Craig’s primary initiatives include
affordable housing, asset development, economic development
and Native American lending issues.
Craig holds examination
credentials from the Office of Thrift Supervision and
the Federal Reserve. Prior to joining the Federal Reserve,
Craig reviewed merger and acquisitions, conducted financial
analysis,
and served as a Compliance Examiner with the Office of
Thrift Supervision. Craig holds an M.B.A. from City University,
and a B.A. degree in Finance from Seattle Pacific University.

Lena Robinson

Lena is the regional manager
for northern California from Fresno County to the Oregon
border. In this capacity she works to increase access
to capital, credit and banking services for low-income
communities
and residents in compliance with the Community Reinvestment
Act. This objective is achieved in part by providing
technical assistance and training on successful initiatives
and programs,
convening key stakeholders to identify community development
needs, and facilitating partnerships between financial
institutions and community-based organizations. Her
current projects include
Bank on San Francisco and foreclosure prevention forums.
Prior to joining the Fed, Lena worked as the housing coordinator
for international students at UC Davis Extension. She
holds an M.A. in international affairs with an emphasis
in rural
African development from Ohio University, and a B.A.
in Japanese from the Monterey Institute of International
Studies. |

Darryl Rutherford

Darryl joined the Community Development Department in September of 2008 as the Regional Manager for the San Joaquin Valley in Central California. He provides technical assistance and training on community development initiatives and programs. His primary initiatives include rural community development, affordable housing, neighborhood revitalization, asset building, small business development and access to financial services.
Prior to joining the Fed, Darryl worked as an affordable housing advocate providing public policy research and analysis, on-site training and technical assistance to both local governments and grassroots community-based organizations focused on issues related to affordable housing. Darryl earned a BA in Social and Behavioral Sciences from CSU Monterey Bay and a MS in Community Development from the University of California at Davis. |

Naomi joined the Community Development Department in 2005. As a Senior Research Associate, she explores and reports on topics affecting low- and moderate-income communities, including affordable housing, workforce development, asset building, and concentrated poverty. Prior to joining the Fed, Naomi conducted fair housing investigations and consulted on affordable housing projects. Naomi holds a BA in Biology from Macalester College in Saint Paul, Minnesota, and a Masters in Regional Planning, with a concentration in Community and Economic Development, from the University of North Carolina at Chapel Hill. |

As Group Vice President for Community Development and
Public Information for the Federal Reserve Bank of San
Francisco (FRBSF), Ms. Hoffmann oversees community development,
economic and financial education, the Bank’s public
website, media relations, community, public, and economic
outreach programs throughout the nine western states
that comprise the Twelfth District.
Under Ms. Hoffmann’s direction since 1995, the
Community Development unit has earned a national reputation
within the Federal Reserve System and community development
field for innovative programs. She fostered the unit’s
creation of the Center for Community Development
Investments,
which serves as a national clearinghouse of Community
Reinvestment Act (CRA) investment opportunities across
the country and promotes research and dialogue in the
field. The FRBSF also sponsors a biennial National
Community Reinvestment Conference that last year drew more than
500 bankers and community development professionals. |
