Scott’s work in community
development has included performing community
development assessments, coordinating the unit’s research and
analysis, and working with financial institution,
community, and government
representatives to increase community development-related
services and investment in Twelfth District communities.
Scott was promoted to manager of the Department’s newly-formed
Research Group in 2005 and then given responsibility for
leading the entire Department’s staff in 2007.
Scott
joined the Federal Reserve in 2002 after spending most
of his professional life in New York, initially working
as Director
of Research for New York City’s Finance Department
and then as Deputy Commissioner for Policy in the City’s
Housing Preservation and Development Department. He also
worked in the International Finance Department for Standard & Poor’s
and most recently worked for Morgan Stanley, where he
was responsible for analyzing sovereign risks in over
ninety
countries. Scott earned a Master of Public Policy from
the University of California, Berkeley, and a Bachelor
of Arts
in Political Science from Western Washington University.

David manages the Center
for Community Development Investments at the
Federal Reserve Bank of San Francisco (FRBSF) and
is the editor of the journal Community
Development Investment Review. David holds
a PhD in U.S. History from UC Berkeley with a focus
on economic
history and public policy. He has more than five years
of experience working in the affordable housing finance
field
for nonprofit, government, and private-sector employers.
He previously received a Masters in Public Policy from
UC Berkeley and has a bachelor's degree in History
from Dartmouth
College.

John is
the manager of the San Francisco Fed’s Community Development
regional managers, who provide technical assistance and program
leadership in the nine Western states that make up the Federal
Reserve’s 12th District. The team promotes partnership
building among financial institutions, community organizations,
and government entities to support community and economic
development in low-income communities. John also acts as
senior advisor to the San Francisco Fed’s Center
for Community Development Investments, and advises
the department
on bank regulatory
matters that impact community development.

Jan works with bankers and
community leaders to make community reinvestment happen
by providing targeted education and training and by convening
key partners focusing on accomplishing shared community
development
goals. Current projects include collaborating to organize Foreclosure
Prevention Summits in the District and supporting
a Neighborhood Revitalization Initiative of the Nevada
Bankers Collaborative in conjunction with the City
of North Las Vegas.
Prior to joining the FRBSF, Jan had 20 years of lending
experience in the retail banking environment, having served
as vice
president in commercial and mortgage lending with banks
in Missouri and Washington. Most recently, she served as
a lender
with Rural Community Assistance Corporation, a CDFI and
technical assistance provider. Jan earned her BS in English
education
from the University of Missouri. |

As the regional manager
of Southern California, Melody convenes banker roundtables
that bring together experts on community development
issues such as foreclosure prevention, banking the unbanked,
community
land trusts, barriers to affordable housing development,
employer-assisted housing, supportive housing, workforce
investment, microfinancing, and childcare services in
low income neighborhoods. Melody is also focused on supporting
several asset development and affordable housing development
initiatives in Los Angeles County.
Ms. Nava has more than
25 years of experience in residential lending and community
development finance, wealth management, and employment
services. She currently serves on the Clearinghouse
CDFI, Orange County
Community Housing Corporation advisory committee and
the City of Los Angeles Community Development Department
loan
committee. Melody is a graduate of Pepperdine University’s
School of Business and Management. |

As the Regional Manager for Alaska, Idaho,
Hawaii, Oregon, and Washington, Craig leads, develops
trainings, and consults stakeholders on a wide variety
of community
development issues. Craig’s primary initiatives include
affordable housing, asset development, economic development
and Native American lending issues.
Craig holds examination
credentials from the Office of Thrift Supervision and
the Federal Reserve. Prior to joining the Federal Reserve,
Craig reviewed merger and acquisitions, conducted financial
analysis,
and served as a Compliance Examiner with the Office of
Thrift Supervision. Craig holds an M.B.A. from City University,
and a B.A. degree in Finance from Seattle Pacific University.

Lena Robinson

Lena is the regional manager
for northern California from Fresno County to the Oregon
border. In this capacity she works to increase access
to capital, credit and banking services for low-income
communities
and residents in compliance with the Community Reinvestment
Act. This objective is achieved in part by providing
technical assistance and training on successful initiatives
and programs,
convening key stakeholders to identify community development
needs, and facilitating partnerships between financial
institutions and community-based organizations. Her
current projects include
Bank on San Francisco and foreclosure prevention forums.
Prior to joining the Fed, Lena worked as the housing coordinator
for international students at UC Davis Extension. She
holds an M.A. in international affairs with an emphasis
in rural
African development from Ohio University, and a B.A.
in Japanese from the Monterey Institute of International
Studies. |

Carolina joined the Community
Development Department as a researcher in March of
2005. Her current projects include the system-wide Concentrated
Poverty Initiative, an analysis of mortgage lending
in
Native Communities, and a study that attempts to quantify
the benefits
of affordable housing for household financial well-being.
Carolina earned her PhD in Human Geography in 2004
from the University of Washington, Seattle, where she
focused
her
research on the impacts of homeownership among low-income
and minority households. Other work experience includes
policy research and program evaluation at the Environmental
Health
and Social Policy Center in Seattle, where she worked
on issues of public housing and welfare reform, and at
World
Resources Institute, where she focused on issues of
urban environmental health and environmental justice. |

Naomi joined the Community Development Department
in 2005. As a Research Associate, she explores and
reports on a variety of issues that impact low- and moderate-income

housing, small business development, asset preservation

and editing Community Investments.

Vivian joined the Community Development Department
in October of 2006. As a research associate, she supports
community development research and projects, such as

International Affairs Fellow, Greenlining Institute Academy
Alumna, and

As Group Vice President for Community Development and
Public Information for the Federal Reserve Bank of San
Francisco (FRBSF), Ms. Hoffmann oversees community development,
economic and financial education, the Bank’s public
website, media relations, community, public, and economic
outreach programs throughout the nine western states
that comprise the Twelfth District.
Under Ms. Hoffmann’s direction since 1995, the
Community Development unit has earned a national reputation
within the Federal Reserve System and community development
field for innovative programs. She fostered the unit’s
creation of the Center for Community Development
Investments,
which serves as a national clearinghouse of Community
Reinvestment Act (CRA) investment opportunities across
the country and promotes research and dialogue in the
field. The FRBSF also sponsors a biennial National
Community Reinvestment Conference that last year drew more than
500 bankers and community development professionals. |
