John F. Moore
First Vice President and Chief Operating Officer
John F. Moore was appointed First Vice President and Chief Operating
Officer of the Federal Reserve Bank of San Francisco on March 1, 1996.
Mr. Moore is also the Product Director of the Federal Reserve System's
Cash Product Office, which formulates policies and business and currency
technology strategies for currency and coin services provided by all
Reserve Banks in the United States and internationally. As chief
operating officer of the Federal Reserve Bank of San Francisco, he is
responsible for all administration, operating, and financial services
activities in the Twelfth District. He heads the Twelfth Federal Reserve
District's payment systems, automation, accounting, electronic services,
and administrative services sections, along with personnel, protection
activities, and the budget and planning areas. He also serves on the
Twelfth District's Executive Committee, its top policy-making body.
Prior to Moore's appointment as first vice president, he was executive
vice president. In that role, he was responsible for all operations and
administrative activities at the Los Angeles office, and was responsible
for all check and cash operations at the San Francisco office. Moore was
also the Cash Services Product Director for the Twelfth District and was
chairman of the Federal Reserve System's Advisory Committee on Cash
Services, which formulates policies for the currency and coin services
provided by all Reserve Banks across the United States. He also served
on the Twelfth District's Executive Committee.
Prior to coming to the Twelfth District, Moore spent 11 years at the
Federal Reserve Bank of Kansas City. Moore joined the Kansas City Bank
in 1980, where he worked in Bank Supervision and Regulation. He spent
three years in Securities Services as a senior analyst, assistant
manager, and manager. In 1985, he was named assistant vice president
with responsibility for electronic payments. In 1988, he was appointed
vice president over electronic payments, check collection, and business
development. Over the years, he has served on several operations
committees of the Federal Reserve System, including a two-year stint as
chairman of the Subcommittee on Electronic Payments.
Moore earned a Bachelor of Science degree in finance with the highest
honors, and has also received a distinguished alumni award, from
Northwest Missouri State University. He earned a graduate degree in
banking from the Graduate School of Banking at the University of
Wisconsin.
