Stephen DeLay serves as vice president and regional executive for the San Francisco Head Office of the Federal Reserve Bank of San Francisco. In this role, he fosters trusted relationships with leaders in the business and banking sectors in Northern California, Hawaiʻi, and Northern Nevada. Through ongoing engagement and dialogue, Stephen gathers real-time information on local economic conditions, adding important context to quantitative data and analyses that the Federal Reserve uses to guide its decision making and policies. He is a senior leader who represents the Federal Reserve Bank of San Francisco in the region and plays a key role in the development of the Bank’s Board of Directors and advisory councils.

He started his career as a consumer compliance bank examiner and has held several leadership positions during his career. Stephen served as the Director of the Consumer Compliance Supervision function, as well as a Senior Manager for consumer compliance, the Community Reinvestment Act (CRA), and fair lending examinations. Additionally, he has managed Supervision and Credit’s Quality Assurance and Business Process Improvement functions.

He holds a bachelor’s degree in Economics from the State University of New York at Albany and is a graduate of the Pacific Coast Banking School.
